On November 17, 2025 The Mankato/North Mankato Area Planning Organization (MAPO) released two (2) separate Requests for Proposals (RFPs) to solicit responses from qualified firms for the purposes of producing separate deliverables. Each study will undergo a separate procurement/ranking/contract selection process. Proposals will be submitted individually per study. The firms selected must have an understanding of the MPO planning process and federal and state requirements.
CSAH 16 (Stoltzman Rd.) Corridor Study: This study will evaluate the CSAH 16 corridor from Riverfront Drive to 1000’ south of W. Pleasant Street, including a portion of W. Pleasant Street, west of CSAH 16. The Study will include evaluation of multi-modal facilities to improve facilities for all modes of transportation. Study will include a review of how West High School’s parking lots and Van Brunt Street access CSAH 16, an Intersection Control Evaluation at the intersection of CSAH 16 and W Pleasant, pedestrian/bicycle crossing and connectivity, and access management. Highway 14 Corridor Study (Mankato/North Mankato): This study will evaluate the Highway 14 corridor from Lookout Drive to CSAH 12. The study will evaluate the corridor design, current capacity and future needs. The study will include Intersection Control Evaluations at 6 ramp intersections. The study will include bicycle and pedestrian connectivity. This study is expected to continue into 2027. Total Project Cost (est.): $800,000 ($400,000 in 2026 and $400,000 in 2027). A: Page size is not specified. Proposals shall be limited to 35 pages, discounting required forms, cover page, staff, and firm qualifications.
